POSITION:                            Executive Director of Campus Safety and Security

 

CLASSIFICATION:              Exempt

 

DEPARTMENT:                    Security

 

POSITION REPORTS TO:   Executive Vice President for Business and Administrative Affairs

 

JOB FUNCTION: Plans, organizes, directs, and controls the activities of the College’s overall safety and security.  Protection function covers all college students, faculty, staff and visitors as well as college property.  Responsible for departmental functions to include but not limited to: preparation of Security Department budget, scheduling and staffing needs, supervision and training of Security Department personnel, emergency response procedures and training, college program development,  preparation of uniform crime report, maintenance of department records and incident reports, oversee crime/loss prevention plans and college parking program.

 

ESSENTIAL ELEMENTS: 

 

1.      Create and maintain an armed security and potentially a police force.

2.      Develop and maintain strong relations with, PASP, WBPD, WBTPD, County police and district attorney.

3.      Reviews and maintains daily security department files, reports, and Morse watchman printouts for compliance with established rules and regulations and for accuracy.

4.      Reviews and approves adequate plans for the control of planned outputs, budget spending, labor efficiency and equipment management.

5.      Develops and recommends College operations policy within the department.

6.      Defines and recommends objectives for the inclusion in the College’s Annual Implementation Plan.  Specific short-term and long-term plans and programs, together with supporting budget requests and financial estimates.

7.      Coordinates and collaborates with other College departments in establishing and carrying out areas of mutual interest and responsibilities.

8.      Selects and maintains qualified personnel in all positions within area of responsibility.

9.      Directs monitors and appraises the performance of employees immediately reporting and provides the necessary coordination between activities.

10.  Supervises the associate/assistant director support staff and shift supervisors.

11.  Develops with the College Grants Office applications and serves as grant director or coordinator.

12.  Contracts and schedules additional security personnel as requested or needed during special events and/or emergencies.

13.  Develops emergency procedures manual and annual updates, coordinates training for the college for emergency response.

14.  Selects, trains, schedules and supervises student security aides.

15.  Prepares and distributes the Student Right-To-Know and Campus Security Act Booklet per Public Law # 101-542.

16.  Insures that the Uniform Crime Reports for all campus offenses, committed during the calendar year, are disseminated to the appropriate office of the Pennsylvania State Police.

17.  Maintains communications between the department and supervisor by preparing daily, weekly, and month-end reports regarding incidents on campus, security issues and operations, and management sessions.

18.  Maintains regular communication with the Wilkes-Bare Police Department, Wilkes-Barre Fire, county and state police agencies.

19.  Oversees college safety program and chairs Safety and Security Committee.

 

NON-ESSENTIAL ELEMENTS:

 

1.      Performs other duties or tasks as assigned by the Vice President of Business Affairs

2.      Participation in ongoing professional development.

3.      On call for emergencies 24 hours a day.

4.      Responds in person as necessary to calls and other emergencies.

5.      Physical intervention as necessary in fights, break-ins, and other altercations on campus.

6.      Oversees the disposal of hazardous chemicals from the Chemistry and Biology departments as well as the medical waste from the Student Health Center, the Biology Department and the Physicians Assistant/Allied Health Departments.

7.      Performs other duties as assigned.

 

REQUIRED SKILLS, EXPERIENCE AND TRAINING:

 

1.      B.S. or B.A. degree from an accredited four year college or university or equivalent police or campus security experience

2.      A minimum of seven (7) years experience as a supervisor in either a College Security or Police department.

3.      Sound administrative skills, well-developed management techniques and strong interpersonal skills.

4.      Excellent communication skills, written and oral.

5.      CPR and First Aid certified.

6.      Proficiency in computers applications using Microsoft Office, ability and desire outlearn college systems including but not limited to Datatel, C-cure., Honeywell Security Systems.

7.      Knowledge of the Student Right-To-Know,  Campus Security Acts and other federal Commonwealth and local laws and regulations as they pertain to higher education.

8.      Act 235 Certification (PA Lethal Weapons Training Act) or must be able to obtain within six months.

9.      Ability to operate a motor vehicle with a good driving record and be approved by the College’s insurance carrier and Human Resources Department.

10.  Decision making capabilities, ability to establish credibility and be decisive, yet able to recognize and support the College’s overall mission and priorities.

11.  Ability to get along with diverse and professions and personalities.  Tactful, mature, organized and advocate of a team concept.

 

 

 

 

WORKING CONDITIONS / PHYSICAL DEMANDS:  Individual must be able to meet established specific physical requirements of the job, such as running, lifting, carrying or dragging heavy objects.  Also, climbing over or pulling one over obstacles.  Jumping on elevated stairways.  Ability to stand for long periods of time while on patrol.  Ability to resolve physical disputes or engage in physical confrontation.
